Starting a business in the unincorporated Harris County is a process but we’re here to assist with the inspection requirements that are involved in making that process easier and successful. All businesses in the unincorporated Harris County must be in compliance with the Harris County Fire Code and this can be achieved by following the steps below. 

General Procedure For Obtaining A Permit

Submit Plans for Approval

  • Prepare and submit your construction plans to the Harris County Engineering Department (HCED).
  • Depending on the project’s size and complexity, you may need to hire a design professional.
  • Additional permits may be required for fire protection systems and other necessary components.
  • Civil site development requirements vary based on business type and location.

Receive Permit & Begin Construction

  • Once your plans are approved, HCED will issue the necessary permits.
  • Construction must follow the approved set of plans.

Request Inspection

  • After completing construction, request your inspection through the e-permits account.
*A request through e-permits can only be processed by the purchaser of the permit.

Final Inspection & Approval

  • The Harris County Fire Marshal’s Office (HCFMO) will inspect your location to ensure compliance with approved plans.
  • If all requirements are met, your location will pass the inspection, and you will receive the necessary documents to begin operations.
